The choice of port# used is 100% up to you.
The issue with port 21 is to support a number of different router models.
That's not always necessary. If you're connected direct to the Internet and have a public
IP address, its not an issue, and if your router provides for overrideing the default FTP
port, it's not an issue.
Port 21 being the standard ftp port, many routers automatically handle ftp
better there. My router (a D-Link Dl-713P Wireless Gateway) allows the specifcation of a
NON STANDARD ftp port, which handles it automatically.
If you have a router that doesn't handle it well, you may not be able to
support PASSIVE mode transfer, which certain clients will only be able to
make. A client behind a router cannot usually handle non-passive or active
connections.
I like port 2774 because all the little robots and other denizens cruising the web often
target port 21 for inquiries, where port 2774 is much quieter.
